I thought my MOL received such counseling so I looked it up and it was  
included in the Medicare Prescription Drug, Improvement, and  
Modernization Act of 2003. I'm not sure what's being debated but it  
seems to include only people who are too young for medicare, such as  
aids and cancer sufferers.
