I appreciate everybody's help on this.  I have specified it in my custom
queue settings.  In fact, I selected General, misc, postmaster, junk, and
raw in the custom queue.  Only personal and raw show.  Any debugging ideas
on what to look for?  I don't mind getting under the hood.
