I would investigate the perl modules to make sure you can connect to a
database with apache and mod_perl.  Have you tried that?

We have checked and the otrs user has all the necessary Oracle env
settings ie ORACLE_HOME, ORACLE_BASE, LD_LIBRARY_PATH, however it
doesn't seem to like something. 

Anyone able to assist?
