I'm running 3.0.10 and can replicate this issue, forwarding a ticket does
include all attachments however the only attachments which are visible are
the images (transferred as base64), any text based attachments are
concatenated into the email body.

The problem appears to be with the way OTRS includes the attachments, it
tries to include them inline "Content-Disposition: inline;" instead of as a
"proper" attachment.
