I thought the counter was used with the "tipping bucket" type of rain detector that measures rain fall for all weather station applications. I use it connected to a flow meter that provides 4000 pulses per litre. The flow meter has an LED with photo detector and I power the LED from the 1wire bus +VDC and the photo detetcor direct to connets to the counter inputs. I have the hobby version with battery backup thus never loosing data, so in my case I just compare the counter values before and after 1 time duration and work out the difference which becomes flow rate.
