It does check, i.e. the features will be 'enabled' but you still need to independently install the WSP files into the solution store then deploy them to your site. You just won't need to active them again.
The deployment process is really about installing the required files, making safe control changes to the local web.config, putting things in the GAC etc... all the stuff required to run. The deployment in a farm does this on all WFE servers by creating jobs and it also resets IIS on the target sites. Only global features let you use them everywhere and in most cases my features are not global. Global features cause an IISReset on all servers in the farm when deploying/retracting...
