Scroll parameter on the body tag is IE-only and not standards-compliant. It's both useless and redundant. Just remove it.
That should get rid of the scroll bar display. You're now saying you can't vertically scroll? In which case something ELSE is now causing this behaviour. Where id your master page base come from? And the CSS? There are plenty of free master page samples out there that do work. Maybe start with one of those? For horizontal scroll bars to be displaying there must be something wide enough to exceed your screen width.
