This might be another silly question but: Does the site have multiple web parts in its layout? If so are you able to just hard set the web part widths to maintain the 1280w aspect?

There's no way we can properly assist you without at least being able to see the site. Providing the masterpage wouldn't be sufficient due to the evil wad of CSS files that go along with it. I would suggest starting from a reliable masterpage base and then customising from there using the resources previously supplied. For horizontal scroll bars to be displaying there must be something wide enough to exceed your screen width. Either that or you've set container:auto-scroll on one of your divs. 1280px is more than wide enough for any site. Can you give us a URL?
