Having a copy of the root is trivial (it is a small and public file),
and eliminates the need for the root name servers. Some people already
do it (I do not say it is a good idea).

But you should not stop here: resolving TLD is not sufficient, you
need to go on.

Having a copy of .COM is another issue, both politically (.COM is not
public) and technically (it is a large file, often changing).
