Clients are supposed to announce to a full bucket - the bucketsize in 
BitTorrents DHT is 8.

Why would they need to do this? Nodes are free to choose their own node_id, 
there is no need to brute force anything.

The only 'problem' for an evil peer would be that kademlia favours old nodes 
over new ones, but you can get around this by placing yourself in an empty 
bucket.
(However: Peers could dectect suspect buckets easily)
