Under US law there is no such thing as a "fair use percentage." Fair use is a defense to claims of infringement, and the court is supposed to determine whether an otherwise infringing use is not infringing because "fair," based on weighing an uncertain number of factors (including, the statute says, but not limited to, the nature and extent of the use, and the interference with commercial exploitation of the copyright) in a standardless, one-of-a-kind way. Publishers have long argued, for example, that even one line of a poem cannot be "fair use." But no one else believes that, and some examples contrary could be given.
