Part of the rationale was to allow installing both the icehouse and the juno version on the same host (so that each could coexist, installing in /usr/share/openstack-tempest-(icehouse|juno)). Also, we may wish to have both -icehouse and -juno versions available in, e.g., fedora20 so that a fedora20 node may be used to test either icehouse or juno. I suspect you want to follow the pattern of other openstack packages and have icehouse on f21 and juno on a separate branch for f(21 + n). That's not quite what is needed though.
