Samba version:
> root@pf:/# smbd -V
> Version 4.1.17-Debian
(version from wheezy backports)

Your command gives:

> mkdir failed on directory /var/run/samba/winbindd: No such file or directory
> STATUS=daemon failed to start: Winbindd failed to setup listeners, error code 
> 32

And the contents of /var/run:
> root@pf:/# ls /var/run/
> sambaour-wkgr
> root@pf:/#

Of course it is easy to create a directory /var/run/samba, and then
winbindd proceeds. (but perhaps this is a bug in packetfence config /
chroot creation..?)

After the directory creation, authentication succeeds.

But should this not have happened automatically..? Why am I the only one
noticing this...?
