Same issue is incognito mode. I have tried with Chrome and Edge with the same results. Also worth mentioning is when I edit existing users it says the changes are saved but it doesn’t update and save the changes.

I had a user in the database that was deleted. When I attempt to recreate the user I get an error saying it already exists. However, the user is not displayed in the UI nor is it in the person or password tables within the database. This user was originally created dynamically via SAML.
