Choose between NetLib and INetLib?

Hi,

What's the preferred way for the user to choose between NetLib and INetLib?
Say the user has a PalmVII with Palm.Net, but it's also attached to a
wireless modem with another ISP. When the user wants to connect to www.yahoo.com,
how does he tell my app whether to use Palm.Net or the modem?
