No, not possible.
The IR port is powered down when the Palm is sleeping.  You would have to
periodically wake up the Palm and check the IR port for activity and that
would kill your batteries rather quickly.  More than likely, Bluetooth would
behave in the same way.
The hotsync button generates a hardware interrupt when pressed.  It doesn't
need to be constantly monitored so it doesn't drain the battery life or
require processor cycles.
