As Dave said, the IrDA port is powered down when the device is "off" (in
sleep mode). However, you probably could write software for the Palm that
woke up for brief periods to sniff for IrDA activity. It would take a while
for the device to "wake up", but it should work since the IrDA protocol
includes plenty of repetitions. This wouldn't be easy. A similar technique
is used for Bluetooth, which AFAIK can receive even when the device is
"off".
Of course, if we told you it was impossible, that would just make you prove
us wrong. :)
