PalmSource had some boards at the palmsource conference this year in Munich and I guess, they will bring some to USA next spring too. So there is no need to be a high-level developer, just the need to pay the fee for the conference ;-)
I will not write Cobalt-applications at the moment, but to ensure that my apps run on OS 6 is just a matter of writing "OS-friendly" code - and should be a "must-have".

I know that Samsung has made a declaration of intent to produce a smartphone based on OS6, but that's all they've done, and who knows if or when that will ever come out, and even if it does it won't be something that compete with the new VGA PPCs.
