No hidden agenda. Just that RFC3748 makes some statements about what EAP
needs in terms of its transport, and since we see EAP over UDP/IP,
IKE/TCP, Ethernet, PPP, etc... those statements should be as accurate
as possible lest people needlessly over-design their protocols. We may
find that PANA is a case in point.
