Hi.

attached was cp1251 and not UTF8, but this is matter of just single "iconv" 
command, so no problem.
Subject line of a mail is also confusing.

There are some problems with translation itself though.

1), 
it is immediately outdated - it says its about version 2.9.1, and already 
existing READMEs for DE, PL and ES are against 2.10.1, which is obviously 
better, so there is missing a large section about downloading parrot.

2), 
punctuation is seemingly random, and there are grammatic errors also.

3), 
factual translation errors are here also "Perl 5.8.4 or newer, and Storable 
2.12 or newer" translated like it was "Perl 5.8.4 or older, and Storable 2.12 
or older"

Also, first 2 lines in Russian translation are fine, but DE, ES and PL 
translation do not have those.

All these errors are fixable though, 
and I agree with opinion here that all translations should be held separately - 
either in subdirectory, or elsewhere.
