Good point. I do not know of another tool.
I do see "fatresize", but it relies on libparted.

GParted uses the library libparted when resizing FAT16/32 file systems.

I am willing to make any necessary changes to GParted to ensure that it
works properly with parted/libparted and maintains as much functionality
as possible.
