If you're wanting to split MP3 files, you could use MP3CLIP to do this.

MP3CLIP is freeware and is relatively straightforward to use.

I've pasted some notes below that some may find helpful.

Using MP3CLIP to split an MP3 file

1. Start the track you wish to split in Winamp
2. Pause the track at the point you would like to split the file by pressing
C
3. Start MP3CLIP
4. Tab to the load button and press enter to open the source file dialogue
5. Use the combo boxes to locate the MP3 file you wish to split in the same
way you'd locate a document in Microsoft Word for example
6. Tab to the open button and press enter; the source file is now loaded
7. You will now be returned back to the main dialogue; tab to the set button
and press enter to open the dialogue
8. Enter the file name you would like the resulting files to be prefixed
with.  For example, if you enter the name Fred then the file before the
split will be called Fred0 and the file following the split will be called
Fred1
9. Press enter to confirm the file names you chose
10. You will again be returned back to the main dialogue
11. Tab to the grab winamp time button and press enter
12. Now tab until you reach the add time button; press enter to add the time
that's just been grabbed from winamp
13. Tab to the start button and press enter
14. Press enter to start the split process
15. In a few seconds time you will have two files split from the original
file based on the pause you set in winamp
