You connect the PC to a TV tooner card instead of a TV. In other words, for this, think of your PC as a TV. You all need a TV tooner for this.

If you're using Windows 7 Premium and above then you can use the built-in Windows Media Center tool, its quite accessible with Window-Eyes.
