Hi Mark,
one way of getting the audio to switch between speakers is as follows. Let's
assume that you've got a single track in the project, and that the audio in
that track consists of someone saying welcome three times.
1. Select all the audio by pressing ctrl + a.
2. Duplicate the selected audio by choosing duplicate from the edit menu. You
now have two track which contain the same audio.
3. Set the pan on the first track to fully left and the pan on second track to
fully right. To open the pan dialog of the focussed track, press shift+p, and
enter a number between -1 to 1 which corresponds to left and right. If you play
the tracks then the voice is in the middle.
4. You can now pan part of the track by silencing the audio in one of the
tracks for that part. For example, set the first track to be selected, and the
second track unselected. Select a time range covering the first welcome, for
example by using the [ and ] keys during playback, then open the edit menu,
open remove audio or labels sub menu, and choose silence audio (ctrl+L). The
first welcome now comes only from the right.

For general info on using audacity with a screen reader, see the following
guide:

It's written for jaws users, but is also nearly all applicable to users of nvda
and window-eyes.
