similar behaviour here (de), pca download failed ( 403 You are not entitled to retrieve this content.)
As you've done the usual checks and everything looks OK, I guess only Oracle Support or Don will be able to help here.
[not being pedantic but: send/log username/password as base64 coded??, just a quick google gives some new accounts -)]
To explain that behaviour: There have been problems within pca and shell substitutions when using some special characters in the passwd setting in the past, and showing the actual values in the debug output was the only useful way to debug those issues. As a general rule, everybody should look through debug output before posting it to the public, as it might reveal paths, hostnames, etc. as well.
But as I haven't had to debug user/passwd problems for some time now, I think it's time for the fix I just put into the development version: It will remove any cleartext or base64 encoded user or passwd setting in debug output.
