If the former, you're kinda out of luck. The Mac OS isn't the best platform for multiple channel audio support. IIRC, the Mac OS ( < 10.0 anyway.) supports only 4 channels, so 5.1 surround isn't possible. The best bet for low to mid range output hardware is a SoundBlaster LIVE PCI for Mac if you can find one. Pretty rare and relatively worthless (though still likely to cost you a few pennies).
If you want to create, try looking for cards from DigiDesign or Emagic. They aren't cheap, either. There are no real mid-range audio input cards for Mac.
You could always (gasp!) make a PC for sound input and run PearPC on top of it. PearPC isn't that great and I couldn't get it to work, but it may or may not be a quick little loophole to the lack of Mac hardware. It won't be as fast as a real Mac, so you'll probably want to make the computer dedicated to just sound capture.
Now excuse me, I have the feeling there are angry Mac users (and several list members) outside my door with pitchforks and torches.
