Yes, USB and Firewire drivers aren't installed if the hardware isn't present at the time of install, and the Apple 1.4 drivers are for OS 8.6 and lower. OS 9 and up included newer USB drivers.
You can do a custom install from your OS 9.2 disk and install just the USB drivers. (I did this to install a firewire card.)
