Nice to see others are still using ADD. I think it is a very useful addition to the Mac OS. Do you happen to have the Geographic Detector add on package?
No, I don't. Have you tried looking in the developers' kit? You can download it at:
<ftp://ftp.apple.com/developer/Development_Kits/Apple_Data_Detectors_sit.hqx>
System 9.1 disables the "Contextual Menu Enabler" on my system and from what I have read that is the normal (or at least common) behavior. If I have the Contextual Menu Enabler in the extensions folder, it is move by the system upon restart to the Extensions(disabled) folder. If I leave it loose in the system folder it is moved to the System Extensions(disabled) folder and if I put it in the Control Panels folder, it ends up getting moved into the Control Panels(disabled) folder. Without the Contextual Menu Enabler loaded at startup, the Apple Data Detectors do not work. The only way I can get it to load at startup is to change the creator type as I outlined above.
I'm not seeing this behavior on my machine. The Contextual Menu Enabler sits in my Extensions folder; the system doesn't move it anywhere. And ADD does work for me.
I just did some Googling on this, and found a report on Macintouch that matches what you describe. That post said it happened with v. 1.0.3 of the enabler. I'm using 1.0.2. Maybe that's the difference. Perhaps downgrading the enabler will help. (I will e-mail you 1.0.2 if you can't find it anywhere.)
