Actually, that's not completely true... You can install Mac OS X w/o Mac OS 9.x, unless you want to use Classic. Which in that case the minimum you need is Mac OS 9.
Or with XpostFacto, you just need Mac OS 9.1, not necessarily 9.2.x.
