I just upgraded the above mentioned mac with a MACh
Carrier G4 MPe 450 MHz G4 processor. There is a power
cable on the processor card. The paper work that came
with the processor is not very clear, I think they
mentioned something about a dual processor which I
don't have. Could somebody please clear the air for
me.

The MPe upgrade cards were designed to accept a secondary module for installing dual G4 ZIFs. This was called the MPe Velocity, and only a few were ever made before XLR8 went out of biz. That extra power lead is almost certainly for the Velocity module. I'd just tape off the lead so it doesn't accidentally contact anything that could potentially short out.
