Peter, I killed a IIsi once and it did the same thing.  Problem was that
the SCSI circuitry had blown out, thanks to the infamous cooling fan with
its two little power contacts.  Once, the fan wasn't working, so, I smacked
it downward, while the machine was running and the case was open.  Not a
good idea, since the contacts shorted out against the external SCSI
connector.  Got a sad mac, then each time I'd try to reboot the machine,
I'd get nothing except the power light and the hard drive spinning up.

Anyway, isn't your 9100 actually a 9500?  If so, and the 8600 isn't a
250MHz or faster machine, you could try swapping the processor cards
betwixt the two machines and see if the 9500 is then dead and the 8600
boots...

If that doesn't help, then it may be time for a new motherboard.
