hardware is not my forte, but I do know that most well-designed PCs situate
the hardware inside the box in a way that allows for the best airflow and if
you leave the box open, the airflow is NOT as efficient and therefore the
computer runs HOTTER not cooler

not that I think that's your problem in this case, but just something I
think you should know

My last action was to physically remove the card and give it a and the
slot a good blow of Dust Off and re-seated it snugly. Still have the
crackles.

To answer your questions, The case is open, quite honestly, for no good
reason, just got lazy about putting it back on last time. Can they run
too cool?!?
