Well Roger, I did the active desktop bit before, and also
messed with the 'customize this folder' area as well.  I
copied the folder.htt file from one folder and for the heck
of it put it in another and no go, still no checkable 'view
as webpage'.

However, after seeing your reply, I thought I would open the
'customize this folder' option again.  I opened a folder on
my desktop, this time I went a different route and selected
the first option, then 'next', then just stopped.  It created
again a folder.htt file, but this time I WAS able to check
'view as webpage' and it DID work.  So in folder options I
clicked 'set all folders like current folder' and now all
folders are back to the norm and I can view as webpage.  Now
since I never have seen that folder.htt file in ANY FOLDER
other than C:\, program files, windows, etc (it's never in
any folder YOU create), I deleted that folder.htt file that
was placed in a folder that was on my desktop.  Now, THAT
folder can no longer be 'viewed as a webpage'!  But, the
other folders CAN even though they do NOT have the folder.htt
file in them!

So........I don't know what's going on, but all OTHER folders
are fine now.  Now, that white area to the left where you
preview and see file properties is there as it should be, but
it's a different color!  It's much more whiter and brighter
for some reason.  The Program files folder was still messed
up as I described (well, it's no longer below.....but this is
a screen shot of what IT was doing

that I went again to 'customize this folder' and selected
"remove customizations", and it then REMOVED the folder.htt
file and desktop.ini file, now the program files folder is
ok.  Very strange.  I'd like to know what caused this.

Clint,
I have not seen that quirk before, but if it were me I would
begin here:
Start>Settings>Active Desktop and see what had changed there.
Then I would
Right-click on any folder and see what the Custom settings
had been set
there, if any.  Then, if all else fails, I would begin
checking in the
registry at HKLM_software_Microsoft_Wondows_Explorer and
HKCU_(same) for clues.
