Once upon a time, long before MS got involved with the Internet, ALL e-mail 
programs (Pine, Elm, Mush, Mutt, Mh, etc.) and Usenet newsreader programs 
(rn trn, xrn, slrn, tin, etc.)  placed the quoted text first followed by 
the reply. E-mail programs like Eudora and Pegasus and Agent newsreader 
still do.

MS, like everything else it does, decided to forgo all existing protocols 
and make OE place the answer first.

In real life, I always answer a question -- I don't provide an answer 
before the question has been asked!!
