Once upon a time, long before MS got involved with the Internet, ALL e-mail programs (Pine, Elm, Mush, Mutt, Mh, etc.) and Usenet newsreader programs (rn trn, xrn, slrn, tin, etc.) placed the quoted text first followed by the reply. E-mail programs like Eudora and Pegasus and Agent newsreader still do. MS, like everything else it does, decided to forgo all existing protocols and make OE place the answer first.
