No not all, you're probably right and that's probably what is
happening.  That's what I meant by my comment "they won't do
anything because they are in a conspiracy to attack the west"
(or something along those lines).  Legally they must do
something due to violation of their TOS agreement.  But
"legally" is the operative word here; there is no one to
enforce it in China.  Any TOS agreement and so called
[laughable] "abuse policy" is just 'window dressing'.
