I might have resized the windows a while back, but I don't think I would have reduced them to a size that was non readable, since the way it looks, it shrinks down to something a few pixels in size (in other words, too small to even see the window). I don't know if I ever had it "fixed" per say, but the windows by default always came to the front when opening them.
But the registry setting that vic mentioned did the trick. Deleted it, rebooted, and everything works like it did. I looked at that key before, but skipped it since I was looking for a yes/no or 0/1 string instead of one with a longer string, like this. I have in the past, fixed size issues by opening a new window, then closing the original, and resizing the new one and closing it so that IE remembers the current settings. But this time, when it was open, I couldn't even resize the window to try this. It seemed like the was a "no resize" setting I screwed up somewhere. I am going to take a look at the piece of software you recommend though. It sounds like it is one of those "handy" tools to keep near by.
