Found this on a google search - so I imagine "use at your own risk" would apply.

If you have applied the Windows 98 shutdown
supplement patch, the option to disable fast
shutdown should be absent from the advanced
tab of Msconfig. If you still wish to disable fast
shutdown, copy and paste the following into
a new text file, and name it FastOff.reg. The
final line must remain blank.

------------------Start FastOff.reg----------------
REGEDIT4


[HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Shutdown] "FastReboot"="0"

-----------------End of FastOff.reg----------------

Double click Fastoff.reg, and merge with the registry.

Restart your computer.

To reenable fast shutdown, create FastOn.reg.
Change the FastReboot value from 0(zero) to 1(one).

If you wish to be extra cautious, create a complete
registry backup before merging such files with
your registry. Type scanregw /backup in the run
dialog and press OK. If something goes wrong,
type scanreg /restore from the DOS prompt, and
type enter. Select the registry backup that you
just made.

To disable Find Fast, go to the Find Fast control panel,
and double click to open. Select each item in the list,
and choose "delete index" from the index menu.
Confirm that you wish to do this.

When all the indexes have been deleted, choose
"close and stop" from the same index menu.
