David, you can have it both ways.  Install Flash and then disable it.
Various programs now include a feature to disable Flash.  One, which
imho should be on every computer anyway (for other reasons), is
SpywareBlaster.  If you want to visit a site that uses Flash, you can
turn it on, but if you normally keep it turned off you will avoid being
driven up a wall by animated ads.

Rant:  I have yet to see a "legitimate" website on which Flash is used
in a way that contributes anything to the information value of the site.
It seems to appeal to a type of webmaster who is anxious for his site to
appear kewt.  Or, to use a very old word, flashy.
