John,

I use WIN98SE with a Hansol 17" Monitor and an older ATI AGP
Xpert 98 Adapter.  To set the refresh rate on my monitor, I
R-click on desktop  >Properties  >Settings tab >Advanced button
and ADAPTER, not Monitor tab. I generally run it at 85 Hz
refresh.

We all have different configs though, so see if you have an
adapter tab.
