We have grappled with this same problem here. The old values only appear on the form if you access it from the same computer. That might be fine unless multiple users use the same computer -- like job applicants filling in applications at a "job application station" when they come in for an interview.
I should think that it would also be a nuisance to a single user who returns to the same form on multiple occasions. I am surprised that Adobe has not addressed this.

I've noticed that the forms on our server also seem to retain the entries
from one session to the next for a given user, but of course, users cannot
save the modified forms to the server. So I also struggled with the same
problem (resetting the form on page close (or open)), until I realized that
if *another* user accesses the same form, the data entered by the previous
user of the form is not visible.
I would think that it is currently impossible for your users to save a form
back to the server after making entries; if not, I would think that the IT
staff could restrict the rights of users so that they could not write to the
server.

I am truly impressed with the knowledge base of the participants of the
list! Every day, I am learning new things that improve my ability to create
useful PDF forms.
My question today is one that has stumped me for months. I initially posted
it on the Adobe Forum Page but got tired of checking for an answer after
several months.
Using Acrobat 4.0, I have a number of multi-page forms that I have posted on
our department's Intranet site. I am applying security to each document
(changing document and select text or graphics). I have tried to set page
action on page close (or open) to "reset form" in order to make sure that a
clean copy remains on the server. When I do that, multi-page forms reset the
first page when you move to the second page and vice versa. The process
works fine for single page forms!
Staff need to be able to access, complete, save to their desktop, email and
print forms. (We are not at the stage where we would use the FPF format -
long story).
Without the page action, I am afraid that staff will leave completed forms
on the server. Is there a way I can permit the completion of multiple page
forms (online or on the desktop once saved) and have the page action reset
the form just to be safe.
Again, I appreciate all of the information that is provided on this list and
look forward to your suggestions or advice.
