If the problem is reducing to distributing files that retain original
filenames on CDs whose format does not support longer than 8.3 (ISO 9660),
but you need to stay with ISO 9660, you can try this strategy:

Compress the original files with an appropriate tool, such as WinZip,
Stuffit, etc., and name the archive files with 8.3 names. You can compress
many files into a single archive. Choose "remember folder names" to retain
the original structure.

When extracting the files from these archives, the original names will be
retained.

However, this will not fix the problem of names longer than a given OS will
support.
