Yes, it will be treated just like a zip, exe, etc. That fact is actually sometimes irritating when I unwittingly click a link which is a pdf which I want to d/l and keep rather than read online. I always have to wait for acrobat to load and open the file before I can go back to get the file and download it.

If they are opening it from Windows Explorer, Windows would pop up a dialog
box asking the user which program they want to use to open the file.

Not sure what would happen if they were trying to open it in a browser - it
might ask them if they want to save it to their hard drive.
