This really points to different PCs on different levels of Microsoft Windows Update. When we had our problem with IE update number 813489, only the customers that installed the update could not open the files. The bad news (if this is the issue) is that sooner or later more people will install the update, and therefore it is bound to get worse. I believe that this is some other update then 813489.
