No, I do not think it is reasonable to assume anything when exchanging PDF
files. This is why CGATS developed the PDF/X specification and Application
notes for application developers and the vendors who need to consume PDF
files for in imposition, pagination, prepress and print systems.

Instead of saying "yes, it is better - I would rather say "verify that the
PDF is in a reliable state by running it through some preflight application
like Enfocus Pitstop Professional.
