Not necessarily. Depends on the authoring tool/environment, since you can place the letters in Hebrew logical order...PDF does NOT care what order you place letters/words...

That depends on how the Hebrew is encoded in the PDF, what version of Adobe Acrobat you are using on what OS platform...
