I would suggest that any use of the term "optimized PDF" really came from Adobe as part of the fact that in Acrobat 4 (and ealrier???), there used to be an "Optimize" checkbox in the Save As dialog. In Acrobat 5 & 6, Acrobat would always "optimize". What optimizations Acrobat does during this phase varies from version to version, but did include such things as object garbage collection and duplicate image elimination.

This has been expanded upon by Acrobat 6's new "PDF Optimizer" feature, which offers even more features for reducing the size of PDF documents, as well as programs such as PDF Enhancer (http://www.apago.com/enhancer.html) which offers a collection of "Optimization" options.


One such optimizated PDF format is the PPML/VDX format,

Actually PPML/VDX does not require the use of Form XObjects, so it is possible, by your definitions, to have "non-optimized" VDX.



What I am talking about is some other PDF format or formats that are generated by various software applications, typically variable-data-printing/publishing applications.


I don't know of any VDP application that will guarantee this - but tools such as PDF Enhancer can be used in the workflow to guarantee that WHATEVER PDF is used, will come out fully optimized for print ready-ness and RIP efficiency.
