Spirit level mounted on camera is best then (unless you need the hotshoe for
a flash at the time).  The ground, tripod, etc., can be crooked but it's
ultimately your camera that must level.  My manfrotto ball head has a level
on it as well.  But sometimes if you don't carry the tripod and set the
camera on a ledge, wall, etc., the spirit level allows you to prop the
camera up with a pebble, sliver of wood, manual, etc, and you'll know it's
level.
