The city center of Toronto is full of old survivor neighborhoods that
have retained their ethnic population and environment. LA is largely
suburban  with a central city comprised mainly of poor blacks and
hispanics. There are still a few scattered ethnic enclaves, but by and
large the population of LA has been homogenized due to urban sprawl.
