The blue dye that washes out is the anti halation layer, and perhaps some
sensitizing dyes. Once the film is exposed, it has done it's job and can
safely be rinsed away with a presoak.
If you think about it, the stuff soaks out of the film into the solution, so
it's not really present in the emulsion during development anyway.
