You're not alone in thinking this. I thought it would be a good idea to have a schedule
too, but then I learned...

Giving out the news as to which communities will be blacked out gives shoplifters the
opportunity to be in exactly the right place at the right time to be in range of the 
high
value goods they want to steal. During this time, only the very dim emergency lighting 
is
on and the security cameras are off. Other communities have tried informing the public 
in
the past only to see that they have time coordinated mass looting.

We have a lot of "morally challenged" people out here.
